The Housing and Economic Needs Assessment (HEDNA) for Coventry
and Warwickshire, which was partly commissioned by Coventry City
Council, notes that the Statistics Regulator and the ONS admit the
population estimates for Coventry overstated the city's population
growth in the Standard Method for calculating housing need. This
has misinformed the number of homes required to be built in
Coventry under the Local Plan adopted in 2017.
The HEDNA notes that in exceptional circumstances the local
planning authority can reject the Standard Methodology and
calculate its own need. On the issue of such widely inaccurate
population projections, the HEDNA argues that this qualifies as an
exceptional circumstance and Coventry City Council has the ability
to adopt a lower and more accurate level of housing need.
In the upcoming Local Plan Review, Coventry City Council must take
the advice of the HEDNA and adjust its housing target to reflect
real housing need.
