Fix Holbrooks’ Litter Crisis: Demand Next-Day Cleaning for ALL CBS Arena Events

We the undersigned petition the Council to to enforce the Section 106 Agreement (Ref: 47600) and the Premises License for the CBS Arena to ensure the Holbrooks Ward is cleaned immediately following all major events (exceeding 10,000 attendees). The current situation is unacceptable: litter from concerts, conferences, and matches remains in our residential streets for up to 72 hours, with bins often not emptied until the following Tuesday. This neglect creates a health hazard and fails to mitigate the clear environmental impact of the stadium’s operations on our community.

We Demand:

1. Universal Next-Day Cleaning: A mandatory requirement for all bins on fan routes through Holbrooks to be emptied by 10:00 AM the morning after any major event, regardless of the day of the week.

2. Use of S106 Maintenance Reserves: Utilization of the £1.6 million currently held by the Council in S106 maintenance funds to pay for this "extraordinary" cleansing.

3. Proactive Event Planning: The deployment of temporary high-capacity bins for all high-attendance events to prevent the initial overflow.

This petition addresses a recurring failure to mitigate the environmental impact of the CBS Arena under the 1990 Town and Country Planning Act. We specifically cite the 2024/25 Infrastructure Funding Statement which shows sufficient unspent developer funds are available to resolve this issue immediately.
