Residents formally object to the proposed Change of Use at 3 The Hiron, Coventry, CV3 6HS, from Use Class C3 (Dwelling House) to Use Class C2 (Residential Children's Home)

We the undersigned petition the Council to refuse the planning application (PL/2026/0000071/FUL) at 3 The Hiron, Coventry, CV3 6HS, which aims to convert the property from a dwelling house to a residential children’s home. The undersigned requests that all material considerations and residents’ concerns be completely and transparently addressed.

The planning application for 3 The Hiron, Coventry, CV3 6HS, currently a semi-detached home, aims to convert the property from a dwelling house (Use Class C3) to a residential children’s home (Use Class C2) for young people aged 7 to 17 with learning disabilities and challenging behaviour. The proposed operational plan seeks to emulate a “typical residential household” with up to three children and two carers residing on the premises.

Local residents firmly object to the proposal for a number of reasons, including material considerations that impact residential amenity, inaccurate assessments outlined in the publicly available planning statement, and poor operational planning.

Local residents are deeply concerned about several material impacts on amenity, including external noise and noise transmission between properties, parking pressures, traffic, loss of privacy, intensification of comings and goings, and changes in neighbourhood characteristics.

Furthermore, residents have doubts about the validity and reliability of the planning statement and proposed operational plan. The planning statement has elements that are false, inaccurate, and inconsistent, and the author makes presumptions that may not reflect reality. Suggested operational plans should be clearly laid out, covering all bases with minimal assumptions. However, the current operational plan appears hastily prepared, containing several assumptions and inconsistencies. Ultimately, the credibility of the planning statement and operational plan is called into question, including the idea that proposed operations emulate a “typical residential household”.
