Sandringham Close is a narrow residential cul-de-sac with limited carriageway width and existing problems relating to on-street parking, restricted visibility, and pedestrian safety. Vehicles frequently park partially across driveways and footways, creating blind spots and obstructing safe movement for both drivers and pedestrians. Residents have serious concerns that the proposal would result in unacceptable impacts on highway safety, parking conditions, and residential amenity. Sandringham Close is a narrow residential cul-de-sac with limited carriageway width and existing problems caused by on-street parking, including restricted visibility, obstructed driveways and footways, and difficulty for vehicles and pedestrians to move safely.

The proposed use would generate a materially higher level of activity than a single family dwelling, including 24-hour staffing, staff shift changes, visiting professionals, and service vehicles. This would place additional pressure on already oversubscribed on-street parking and exacerbate congestion and safety issues within the cul-de-sac.

Residents are also concerned about the impact on residential amenity. The street is a quiet, family-oriented environment, with some elderly residents. The operational nature of a children’s home, including frequent comings and goings and potential late-night disturbance, would be incompatible with the established residential character of the area.

While residents support the provision of appropriate care facilities in principle, they believe that this site is not suitable for such a use. The ePetition therefore asks the Council to refuse the application, or at minimum require robust assessment through a Transport Statement, highways and parking assessment, operational management plan, noise impact assessment, and refuse and waste management plan before any decision is made.
