Residents’ Formal Objection to the Proposed Change of Use at 118 Alpine Rise from C3 to C2

We the undersigned petition the Council to refuse or defer approval of the planning application for 118 Alpine Rise, which seeks to change the use of the property from a family dwelling (Use Class C3) to a children’s home (Use Class C2), until all material planning considerations and residents’ concerns have been fully, transparently, and properly addressed.

The application for 118 Alpine Rise a semi-detached family house, seeks to change the use of the property from a family home (C3) to a children’s home (C2) and is scheduled for consideration by the Planning Committee on 18 December 2025, with approval currently expected.

Residents strongly object to this proposal due to the lack of meaningful engagement and the failure of the officer’s report to properly address repeated concerns regarding parking, traffic, noise, staffing levels, and day-to-day management.

There are also serious concerns about the suitability of this site to meet the complex needs of the children who would be placed there. While residents fully support the need for appropriate care provision, they firmly believe this must be located in suitable and properly equipped settings. 118 Alpine Rise is not an appropriate location and approving the application would negatively impact residential amenity and community safety. Residents also ask the Planning Committee to carry out appropriate due diligence and consider the suitability of the applicant to operate a children’s care home, including any relevant background or compliance history before granting permission for a change of use from C3 to C2.

Local councillors recognise residents’ concerns and have indicated that these matters should be fully considered before any final decision is made.
