Background
Stoneleigh Road has long presented severe dangers to pedestrians
due to the absence of a continuous
and adequately wide footpath — especially across the railway
bridge — where multiple residents have
already suffered injuries, including:
• A resident recently struck on the shoulder by a passing
vehicle’s mirror;
• A Royal Mail postman injured in a similar incident at the
same location.
Despite repeated warnings to Coventry City Council, no permanent
safety improvements have been
made. These incidents demonstrate a foreseeable and ongoing risk to
life and public safety.
Our Concerns
1. Pedestrian Safety: There remains no continuous footpath or
safe crossing point for residents,
children, elderly people, postal workers, or university commuters.
All are forced to share the narrow and
dangerous carriageway with fast-moving traffic, placing vulnerable
pedestrians — particularly the elderly
— at significant and unacceptable risk of serious injury or
death.
2. Neglect of Statutory Duties: Under the Highways Act 1980 and the
Health and Safety at Work etc.
Act 1974, the Council is legally obligated to maintain public
highways in a condition safe for use.
3. Diversion of Funds: Section 106 monies and Warwick University
contributions originally earmarked
for Stoneleigh Road improvements appear to have been diverted
elsewhere, including the Cannon Hill cycle lane project. Residents
have not been provided with the five contractor quotations or
Quantity Surveyor’s report that allegedly justify the stated
£500,000 cost of improvements. This lack of transparency
raises serious concerns about accountability and the proper
allocation of public funds.
We therefore call upon Coventry City Council to urgently:
1. Construct a continuous pedestrian footpath along both sides of
Stoneleigh Road.
2. Make safe the restricted and dangerously narrow footpath over
both sides of the railway bridge,
ensuring compliance with national pedestrian safety
standards.
3. Install average-speed cameras, CCTV, and speed-display signage
to deter dangerous driving.
4. Provide full transparency by publishing contractor quotations
and cost assessments used in budget
decisions, and details of all Section 106 allocations and Warwick
University contributions for the Stoneleigh Road area.
5. Convene an urgent meeting between residents, local councillors,
Warwick University representatives, and Highways officers to agree
a clear and time-bound action plan.
Why This Matters
Every day, residents, postal workers, elderly people, and university students risk their safety walking along this dangerous stretch of road. Lives are at risk, and inaction would represent a failure of governance and duty of care. Immediate, transparent, and properly funded safety improvements are essential before another serious injury — or fatality — occurs
