Report of the Deputy Chief Executive (Place)

Minutes:

The Cabinet Member for Public Health and Sport considered a report of the Deputy Chief Executive (Place), which set out progress in relation to measures to improve energy efficiency in residential accommodation for submission to the Secretary of State for Business, Energy and Industrial Strategy.

The report indicated that local authorities have duties under the Home Energy Conservation Act 1995 (HECA) to prepare reports on measures to improve energy efficiency in residential accommodation and that these reports be submitted to the Secretary of State for Business, Energy and Industrial Strategy at two yearly intervals.  In addition, there is a requirement that the latest report be made available to the public on the Council’s website.

The Department for Business, Energy and Industrial Strategy issue guidance to local authorities on the reporting requirements.  The latest guidance was published on 17th January 2019 and set out the requirements for the 2019 report.

The proposed 2019 HECA report for submission to the Secretary of State and publication on the Council’s website was set out at Appendix A.  The Cabinet Member noted that the report was based on the template questions set out in the DBEIS guidance document.

1.  Submission of the HECA report set out in Appendix A to the Secretary of State for Business, Energy and Industrial Strategy by 31st May 2019.
