Flood Risk Management and Drainage Update pdf icon PDF 64 KB

Briefing Note of the Deputy Chief Executive (Place)

Minutes:

The Scrutiny Board considered a Briefing Note which provided an update on flood risk management and drainage.

 

The Briefing Note outlined:-

 

  Actions arising from the Scrutiny Board’s consideration of this matter

  at their meeting on 9 March, 2016, which were contained in an appendix

to the report.

 

The Lead Local Flood Authority (LLFA) Statutory Consultee role on

planning applications

 

•The flooding event that occurred within Coventry on 6 February, 2016

 at Broad Lane, Upper Eastern Green and Butt Lane Allesley

 

• Activities undertaken during delivery of the annual Drainage Capital

Programme

 

The Scrutiny Board questioned officers on aspects of the Briefing Note including:-

 

  • Consultation with other local authorities in relation to planning

  applications near to the City’s boundaries.

 

  • The role of the “Flood Champion”

 

  • The impact of any new development in the CV1 area and working with

  Severn Trent water in relation to planning applications

 

  • The use of an intervention process when parked cars prevent cleaning

  of drains and gullies

 

  • Data available in relation to climate change and the impact on flood risk

 

Officers were requested to:-

 

1)  Provide a copy of the protocol for the “Flood Champion” to all members of the Scrutiny Board

 

2)  Find out the aspirations of the Warwickshire Wild Life Trust in relation to Lake View Park and inform the Scrutiny Board accordingly.

 

3)  Provide the Scrutiny Board with information/links to the central database regarding flooding in the City

 

4)  Investigate/clarify any potential flooding implications of HS2 and report back to the Scrutiny Board as appropriate.

 

RESOLVED that the Communities and Neighbourhoods Scrutiny Board (4):-

 

(1)  Notes the progress of the lead Local Flood Authority as Statutory Consultee on planning applications

 

(2)  Notes the outcome of the flooding event that occurred within Coventry on 6 February, 2016

 

(3)  Notes the activities undertaken during the delivery of the annual Drainage Capital Programme

Progress on the Highway Asset Management Policy and Strategy, Incentive Funding Allocation and Pothole Repair Actions pdf icon PDF 67 KB

Briefing Note of the Deputy Chief Executive (Place)

Minutes:

The Scrutiny Board considered a Briefing Note which detailed progress and implementation of the Highway Infrastructure Asset Management Policy and the Transport Infrastructure Asset Management Strategy. The Briefing Note also provided an update on the Department of Transport Incentive funding allocation and progress towards achieving Band 3 status, which is the highest and which attracts 100% of the grant available.

 

The Scrutiny Board questioned officers on aspects of the Briefing Note including:-

 

  Innovation and new processes to tackle potholes and road repairs and

 work undertaken by the Council’s Direct Labour Organisation in this

regard

 

Standards in relation to white line markings on roads and the work

undertaken by highway inspectors

 

Maintenance and repair work undertaken on pavements in the City

 

Officers were requested to:-

 

1)  Investigate the white line markings on the A45/Tile Hill Lane junction

 

2)  Arrange a visit to Whitley Deport for the Scrutiny Board

 

3)  To provide the Scrutiny Board with data in relation to footway reconstruction undertaken in the last year.

 

RESOLVED that the Communities and Neighbourhoods Scrutiny Board (4):-

 

1)  Notes the progress and actions with regard to the implementation of the Policy and Strategy

 

2)  Notes the progress towards the achievement of Band 3 status in relation to the Department for Transport Incentive Funding award.

 

3)  Notes the progress and latest statistics with regard to reported potholes and achievement of service level repair time

 

4)  Requests that the Highway Infrastructure Asset Management Plan be considered by the Scrutiny Board prior to its formal consideration and adoption by Cabinet
