Minutes:

The Cabinet Member for Strategic Finance and Resources considered a report of the Director of Finance and Resources which set out the detail of the Council’s proposed Corporate Debt Recovery Strategy, recommending the strategy be adopted. The strategy covered various forms of income due to the council, including local taxation, penalty charge notices and sundry fees and charges.

Additionally, the strategy formally documented the Council’s current approach to debt management and did not propose any material changes to current approaches to the recovery of debt. Specifically, the report outlined the four key principles of the Council’s approach to debt recovery: Robust and proportionate collection; Efficient administration; Financial inclusion; and Minimise arrears and bad debt.

The Cabinet Member, Councillor R Brown, and officers emphasised the importance of balance in debt recovery – to emphasise financial sustainability and maximise collection but protect its most vulnerable residents. Information was also provided on debt collection techniques and the support available to the most vulnerable residents.

RESOLVED that the Cabinet Member for Strategic Finance and Resources approves the adoption of the Council’s Corporate Debt Recovery Strategy as set out in Appendix 1 attached to the report.
