The Committee considered a report of the Strategic Lead for Planning detailing the above application for Change of use from sheltered housing for older person(s) to temporary accommodation. (Sui Generis). The application was recommended for approval.

 

The Committee considered two petitions. The first petition objected to the change of use for 689 Ribbon Court bearing 94 signatures sponsored by Councillor S Nazir, a Foleshill Ward Councillor. The second petition expressed strong concerns regarding the proposal to convert the Ribbon Court building into a homeless shelter on Foleshill Road, Coventry bearing 55 signatures also sponsored by Councillor S Nazir. Councillor Nazir spoke in respect of the petitions. Statements objecting to the application were read on behalf of both petition spokespersons. An additional 3 registered speakers attended and spoke in respect of their objections to the application. The applicant’s agent spoke in support of the application.

 

The Late Representations report set out updates to neighbour responses, local homelessness figures for the city, and car ownership census data for Foleshill Ward in relation to parking.

 

RESOLVED that planning permission be granted in respect of Application PL/2024/0000935/FUL subject to conditions listed in the report; and delegate authority to the Strategic Lead Planning, in consultation with the Chair to agree any amendments to these conditions, which are considered necessary.
