Application RMM/2019/3059 - Land West of Cromwell Lane PDF 162 KB Report of the Strategic Lead for Planning Additional documents: Minutes: The Committee considered a report of the Strategic Lead for Planning detailing the above application for reserved matters for the approval of access, appearance, landscaping, layout and scale of a residential development of 240 dwellings including affordable housing and open space granted under outline application OUT/2016/1874. The application was recommended for approval subject to conditions.
The late representation document tabled at the meeting summarised and appraised further representations received since the publication of the report and outlined additional and amended conditions.
Councillor M Lapsa, a Westwood Ward Councillor, and a number of members of the public spoke in respect of their objections to the application. The applicant’s representative spoke in support of the application.
Following consideration of the report, the presentation and representations made at the meeting, the Committee sought and received clarification on a number of matters including the number and quality of affordable and social housing proposed on site and access and egress for emergency vehicles.
RESOLVED that planning permission be granted in respect of Application RMM/2019/3059 subject to conditions. |

Application DC/2021/2679 - Land West of Cromwell Lane PDF 93 KB Report of the Strategic Lead for Planning Additional documents: Minutes: The Committee considered a report of the Strategic Lead for Planning detailing the above application for the submission of details to discharge conditions 16 (security) and 23 (massing/phasing) imposed on planning permission OUT/2016/1874 granted on 31/01/19 for: Outline application for the erection for up to 240 residential dwellings (Class C3) and associated open space and accesses, with all matters reserved expect access. The application was recommended for approval.

Application FUL/2021/2020 - Land off Broadmere Rise PDF 188 KB Report of the Strategic Lead for Planning Additional documents: Minutes: The Committee considered a report of the Strategic Lead for Planning detailing the above application for the construction of 3 x five-bedroom two storey, detached houses with associated car parking on land to the rear of 45 and 47 Fir Tree Avenue (this results in an additional two houses and amendments to the positioning of plat 6 and parking layouts approved under application ref. FUL/2020/2769). The application was recommended for approval subject to conditions.
The late representations document tabled at the meeting corrected the number of objections listed in the report and detailed and appraised two petitions that were received, both objecting to the application. The document also provided an update on additional/amended conditions.
The Committee considered the above-mentioned petitions, objecting to the application, the first bearing 13 signatures and the second bearing 32 signatures, both sponsored by Councillor M Lapsa, a Westwood Ward Councillor. Councillor Lapsa attended the meeting and spoke in respect of the petitions. Statements submitted by the petition organisers and a registered speaker were read on their behalf. A further registered speaker attended the meeting and spoke of her objections to the application. The Applicant’s representative submitted a statement in support of the application which was read on his behalf.
RESOLVED that planning permission be granted in respect of application FUL/2021/2020 subject to conditions.

Application HH/2021/3082 - 28 Heycroft PDF 83 KB Report of the Strategic Lead for Planning Additional documents: Minutes: The Committee considered a report of the Strategic Lead for Planning detailing the above application for the erection of two storey rear extension and 4 first floor rear dormer windows which was recommended for approval subject to conditions.
Councillor J Blundell, a Wainbody Ward Councillor had requested that the application be considered by Planning Committee for determination for the following reasons: impact on neighbouring amenity, design and aspect and overdevelopment. Councillor Blundell attended the meeting and spoke in respect of his objections to the application. The applicant’s representative also attended the meeting and spoke in support of the application.
