Report of the Strategic Lead for Planning

The Committee considered a report of the Strategic Lead for Planning, detailing the above outline planning application with all matters reserved apart from access (which was submitted in detail) for the development of a battery manufacturing facility with ancillary battery recycling capability including landscaping, car parking, access and associated works. The application was accompanied by an Environmental Statement. The proposed development may not accord with the provisions of the Development Plan in force in the area in which the land to which the application relates is situated. (Departure Application) This was a cross-boundary planning application, meaning that the site was also located within Warwick District and therefore an identical planning application had been made to Warwick District Council.  The application was recommended for approval in respect of those elements of the application within the administrative area of Coventry City Council. 

 

The Late Representation report included the consultation response from Warwick District Council stating no objection.

 

Councillor J O’Boyle, attended the meeting and spoke in support of the application in his role as Cabinet Member for Jobs, Regeneration and Climate Change.

 

RESOLVED:

 

1.  That the Committee were minded to approve those elements of the application within the administrative area of Coventry City Council subject to conditions, a Section 106 Agreement being entered into by the applicant in respect of those matters, including matters where further clarification is awaited, as highlighted in this report which relate directly to those matters under the City Council’s jurisdiction, and the Secretary of State not wishing to intervene regarding determination of the application.

 

2.  That authority be delegated to the Strategic Lead for Planning to issue the planning permission together with the power to make any amendments to the conditions and any contributions set out within the report, which are considered necessary in relation to Application OMES/2021/2268

The Committee considered a report of the Strategic Lead for Planning, detailing the above outline planning application with all matters reserved except access and landscaping for commercial development and extension of Rockwell Sheets Sales Ltd.  The application was recommended for refusal.

 

A registered speaker and the applicant attended the meeting and spoke in support of the application. 

 

RESOLVED that planning permission be refused in respect of Application OUT/2020/2075.

The Committee considered a report of the Strategic Lead for Planning, detailing the above planning application for erection of a two-storey side and single storey rear extension (resubmission HH/2021/2588). The application was recommended for approval.

 

Councillor T Sawdon, a Wainbody Ward Councillor, spoke in respect of his objections and the objections of a registered speaker who was unable to attend the meeting.  A further registered speaker attended the meeting and spoke in respect of his objections. The applicant’s representative spoke in support of the application.

 

RESOLVED that planning permission be granted in respect of Application HH/2021/3271 subject to conditions listed in the report.
