The Committee considered a report of the Strategic Lead for Planning, detailing the above outline application for the erection of up to 500 residential dwellings with all matters reserved with the exception of access and comprising of: demolition of Thompsons Cottage and associated buildings; provision of green infrastructure including strategic open space, sustainable urban drainage, green networks, play space and associated structural and general landscaping; vehicular access point and emergency access point onto Bennetts Road North; network of pedestrian and cycle routes and all associated infrastructure and enabling works.  The application was recommended for approval.

 

Councillors Birdi and Jandu, Bablake Ward Councillors, spoke in respect of their objections to the application. The applicant’s representative spoke in support of the application.

 

RESOLVED:

 

(a)  That planning permission be granted in respect of Application OUT/2019/0484 subject to the conditions listed in the report and the completion of the S106 legal agreement to secure the contributions listed within the report.

 

(b)  That authority be delegated to the Strategic Lead Planning (following consultation with the Chair of Planning Committee) to agree any amendments to these conditions and any S106 triggers/contributions set out within the report, which are considered necessary.

The Committee considered a report of the Strategic Lead for Planning, for construction of an industrial unit (General Industrial (Class B2) and/or Storage and Distribution (Class B8) use) with ancillary offices, access, servicing, parking, drainage and landscaping. Construction of HGV trailer parking for adjacent unit (Class B8) with pre-check offices, lighting, drainage and landscaping; and all other ancillary works.  The application was recommended for approval.

 

The Late Representations document set out an additional condition in respect of the provision of an acoustic barrier to be provided to the South Eastern boundary prior to use of the trailer park.

 

RESOLVED that planning permission be approved in respect of Application FUL/2020/2794 subject to conditions and the signing of a S106 agreement to secure Biodiversity Offsetting and a Travel Plan Monitoring contribution.

The Committee considered a report of the Strategic Lead for Planning, detailing the above application for a change of use from (C3) dwelling house into (C2) Children's Care Home for four children, which was recommended for approval.

 

Councillor Sandhu, an Earlsdon Ward Councillor, and two members of the public spoke in respect of their objections to the application. The applicant’s representative spoke in support of the application.

 

RESOLVED that planning permission be granted in respect of Application FUL/2021/0315 subject to conditions listed within the report.

The Committee considered a report of the Strategic Lead for Planning, detailing the above application for Change of use of land from agricultural use to public garden, which was recommended for refusal.

 

Councillor Lapsa, a Westwood Ward Councillor, spoke in respect of his support for the application. The applicant’s representatives spoke in support of the application.

The Committee considered a report of the Strategic Lead for Planning, detailing the above application for Prior Approval for the proposed installation of a 17.5m high monopole together with the installation of ground-based equipment cabinets and ancillary development, which was recommended for approval.

 

RESOLVED that Prior Approval be granted subject to compliance with the submitted drawings.

The Committee considered a report of the Strategic Lead for Planning, detailing the above application for the demolition of existing garages and development of two, two-bed bungalows, which was recommended for approval.

 

Two registered speakers, one had their statement read out and one attended the meeting and addressed the Committee in respect of their objections to the application.  The applicant’s representative sent a written statement supporting the application which was read out at the meeting.

 

Following consideration of the report and submissions made at the meeting, the Committee considered that the proposal would have an adverse impact on on-street parking and was out of keeping with the street scene.  The Committee also expressed concern that the proposal would impact on the living conditions of nearby residents.

 

RESOLVED that planning permission be refused in respect of Application FUL/2020/1334 due to adverse impacts on on-street parking, access and movement of residents and the street scene.

 

(Note: Having declared an interest, Councillor N Akhtar withdrew from the meeting during consideration of this item)
