Minutes:

Councillor N Akhtar declared an ‘other interest’ in the matter referred to in Minute 35 (Application FUL/2020/0011 – Garages at Capmartin Road). He removed himself from the meeting during the consideration of this application.

 

Councillor G Lloyd declared an interest in the matter referred to in Minute 32 (Application FUL/2019/3199 – Abbotts Lane). The interest arose as he had had a number of conversations in relation to this application with residents. Councillor Lloyd removed himself from the meeting during the consideration of this application.

The Committee considered a report of the Head of Planning and Regulation detailing the above application for the creation of a new linear park from the Belgrade Plaza to Naul’s Mill Park, including upgrades to the existing underpass, the creation of a new water feature using the culverted Radford Brook; central landscape feature in conjunction with outline application ref: OUT/2019/2454, and new pedestrian route from Abbotts Lane to Middleborough Road. The application was recommended for approval subject to conditions and subject to the completion of a S106 Agreement to secure the contributions listed within the report.

 

The late representations document tabled at the meeting summarised and appraised further objections received since the publication of the report.

 

A registered speaker attended the meeting and spoke in respect of his objections to the application. The applicant and his representative also attended the meeting and spoke in support of the application.

 

Following consideration of the report and the representations made at the meeting, the Committee sought assurances in relation to the long-term maintenance of the park and considered that 24-hour monitoring of CCTV be included within the conditions to minimise and manage antisocial behaviour.

 

RESOLVED that, planning permission in respect of Application FUL/2019/3199 be approved subject to conditions and subject to the completion of a S106 Agreement to secure the contributions listed within the report. In addition, 24-hour monitoring of CCTV be incorporated within the conditions to minimise and manage antisocial behaviour.

 

(Note: Councillor G Lloyd did not take part in the discussions or vote on this application as he had declared an interest.)

The Committee considered a report of the Head of Planning and Regulation detailing the above application for the continued use of detached building for art classes which was recommended for approval subject to conditions.

 

The late representations document tabled at the meeting summarised and appraised further objections received following the publication of the report.

 

Following consideration of the report and the discussions had at the meeting, the Committee considered that the building should make reasonable adjustment for disabled access and have adequate toilet and hand washing facilities. Furthermore, the Committee requested that a condition be added to prevent the installation of flood lights to minimise any adverse impact on neighbouring properties.

 

RESOLVED that, planning permission be granted in respect of Application FUL/2020/0341 subject to conditions detailed within the report and further conditions be included in relation to reasonable adjustments for disabled access, adequate toilet and hand washing facilities and to prevent the installation of flood lights.
