Minutes:

Councillor R Auluck declared an interest in the matter referred to in Minute 51 (Application FUL/2020/0872, LB/2020/0798 & OUT/2020/0873 – Former Civic Centre Site, Earl Street). The interest arose as she is employed by Coventry University. Councillor Auluck removed herself from the meeting during the consideration of these applications.

The Committee considered a report of the Head of Planning and Regulation detailing the above applications as per the following:

 

FUL/2020/0872 – Full planning application for extensions and alterations to Civic Centre 2 and basement, and erection of first phase of new university campus (Class D1) including academic facilities, auditorium, serviced apartments (Class C1), retail unit (Class A1/A2/A3) and associated works, access landscape, infrastructure, cycle and car parking. The application was recommended for approval subject to conditions and the Secretary of State not wishing to intervene regarding determination of the application.

 

LB/2020/0798 – Extensions and alterations to Civic Centre 2 and basement, and erection of first phase of new university campus and, associated works, access landscape, infrastructure, cycle and car parking. The application was recommended for approval subject to conditions and the Secretary of State not wishing to intervene regarding determination of the application.

 

OUT/2020/0873 – Outline planning application with all matters reserved except for access, scale and layout, for the erection of a new university campus with business/innovation/research and other ancillary uses (Flexible Class B1/D1). The application was recommended for approval.

 

The late representations document tabled at the meeting summarised and appraised further comments and objections received following the publication of the report and detailed updated conditions.

 

A registered speaker had submitted a statement objecting to the application which was read out on her behalf. The applicant’s representatives were also present at the meeting and spoke in support of the application.

 

RESOLVED that:

 

1.  Planning permission be granted in respect of Application FUL/2020/0872, subject to conditions outlined in the report, the updated conditions detailed within the late representations document and the Secretary of State not wishing to intervene regarding determination of the application.

 

2.  Listed Building Consent be granted in respect of Application LB/2020/0798, subject to conditions outlined in the report, the updated conditions detailed within the late representations document and the Secretary of State not wising to intervene regarding determination of the application.

 

3.  Outline Planning permission be granted in respect of Application OUT/2020/0873 subject to conditions outlined in the report and the updated conditions detailed within the late representations document.

 

 

(Notes: 1. Councillor R Auluck did not take part in the consideration or voting on these applications as she had declared an interest.

 2. Councillor S Walsh did not vote on these applications as he was not present at the meeting for the entire discussion on the applications.

3. Councillor C Miks did not vote on these applications as she had left the meeting.)

The Committee considered a report of the Head of Planning and Regulation detailing the above application for the erection of a rear extension, garage conversion with pitched roof above and conversion of existing house in multiple occupation (Use Class C4) into 2 flats to accommodate 6 people (Use Class C4). The application was recommended for approval subject to conditions.

 

The Committee noted that this proposal did not trigger any developer contributions, and none were requested. As a result, the reference made to this in the report under the sub-heading “Reason for Decision” should be disregarded.

 

RESOLVED that planning permission be granted in respect of Application FUL/2020/0893 subject to conditions.

 

(Note: 1. Councillor C Miks did not note vote on the application as she had left the meeting.

2. Councillor G Lloyd was unable to vote on the application as he had no internet connection at the time.)
