The Minutes of the meeting held on 18 June 2020 were agreed as a true record subject to an addition to the note at the end of Minute 18 (Application FUL/2019/2814 – ASDA Car park, Abbey Park, London Road) to state that Councillor A Andrews did not vote on the application as he was not present for the full discussion on the application.

The Committee considered a report of the Head of Planning and Regulation detailing the above application for the demolition of the existing Police Station and erection of two and three-storey buildings and two detached houses; one building containing five, one-bedroom flats and one building containing six two-bedroomed flats and two, two-bedroomed dwellinghouses.  The application was recommended for approval.

 

The late representations document indicated that an additional consultation response had been received from Highways requiring an additional condition that, before the development was occupied, the pram crossing adjacent to the redundant footpath be permanently closed and the footway reinstated in accordance with full engineering details submitted to and approved in writing by the Local Authority.

 

A registered speaker attended and spoke in respect of their objections to the application.  The applicant’s agent submitted a statement in support of the application, which was read out on his behalf.

 

RESOLVED that the granting of planning permission be delegated to the Head of Planning and Regulatory Services, subject to the conditions listed in the report, the additional condition referred to above and the completion of the S106 legal agreement to secure the contributions listed within the report.

The Committee considered a report of the Head of Planning and Regulation detailing the above application for demolition of 23 (Bank House), 25 and 29 Warwick Road and the erection of purpose-built student accommodation including ancillary residents' hub and associated open space, landscaping, access, parking and drainage provisions.  The application was recommended for approval.

 

The Late Representation report indicated that the recommendation had been updated to include the incorporation of the travel plan and its associated monitoring fee within the Section 106 requirements.

 

A registered speaker attended and spoke in respect of his objections to the application.  The applicant’s agent also attended the meeting and spoke in support of the application.

 

RESOLVED that planning permission be granted in respect of Application FUL/2020/0217 subject to conditionsand to the completion of a S106 Agreement to restrict the tenure to student occupation, to secure redevelopment of the site before demolition of the buildings, to secure implementation of the travel plan and to secure financial contributions for the NHS and improvements to the cycleway and a monitoring fee for the travel plan.

The Committee considered a report of the Head of Planning and Regulation detailing the above application for Listed Building Consent: Internal and external repairs and alterations including a new kitchen which was recommended for approval. 

 

Councillor J O’Boyle, Cabinet Member for Jobs and Regeneration, spoke in support of the application.

 

Arising from discussion, the Committee considered that any wood removed during the repairs and alterations be preserved within the scheme.  Members noted that Condition 5, which ensured the development had a satisfactory external appearance and protected this heritage asset, would be amended at point (vi) to secure details of it’s preservation and how it would be re-purposed.

 

RESOLVED that Listed Building consent be granted in respect of Application LB/2020/0909 subject to conditions including the addition to Condition 5(vi) as detailed above.
