Application FUL/2017/2308 - Canley Social Club and Institute, Marler Road PDF 279 KB Report of the Head of Planning and Regulation Additional documents: Minutes: The Committee considered a report of the Head of Planning and Regulation detailing the above application for redevelopment of the site to provide 38 purpose built student town houses, student management and recreation suite, parking, secure cycle stores and open space. The application was recommended for approval.
The Late Representation report indicated:
· That the requirements for developer contributions had now been confirmed by Highways (for provision of a cycleway along Marler Road to link the site to Charter Avenue) and the NHS (for services needed by occupants of the new development) · Calculations for a bio-diversity impact assessment. · Amended and additional conditions.
The Committee also considered a petition objecting to the application, bearing 114 signatures, which had been submitted by Councillor Mayer, a Westwood Ward Councillor. Councillor Mayer attended the meeting together with Councillor Lapsa (also a Westwood Ward Councillor) and both spoke in respect of the petition. The applicant’s agent and representative also attended and spoke in support of the application.
RESOLVED that the grant of planning permission and the negotiation of biodiversity (to be secured by either condition or S106), be delegated to the Head of Planning and Regulation subject to:
1) Conditions including the amendments/inclusion of further conditions as outlined in the Late Representations report and including an additional condition to secure local employment. 2) The completion of a Section 106 agreement relating to NHS contributions, the transfer and maintenance of public open space, cycleway link to Charter Avenue and securing the tenure for student accommodation.
And, on the expiry of the consultation period no further representations being received which raise material planning considerations that have not already been considered by Planning Committee.
