Councillor J Clifford declared an interest in the matter referred to in Minute 87(b) below (Review of Hackney Carriage Driver’s Licence).  He withdrew from the meeting during consideration of this matter.

To agree the minutes of the Committee meeting held on 27 April 2021 and the Sub-Committee hearing held on 24 May 2021

The minutes of the Committee meeting held on 27 April 2021 and the Sub-Committee Hearing held on 24 May 2021 were agreed as true records.

RESOLVED that, under Section 100A(4) of the Local Government Act 1972, the public be excluded from the meeting for the items of business indicated below on the grounds that those items involve the likely disclosure of exempt information, as defined in Schedule 12A of that Act, in particular those paragraphs of Part 1 of the Schedule as indicated:

There were no outstanding issues.

There were no other items of public business.

Reports of the Director of Street Scene & Regulatory Service on the following:

RESOLVED that, having considered the circumstances set out in the report of the Director of Street Scene and Regulatory Services now submitted:

(a)  The application for the grant of a Private Hire Driver’s Licence be refused.

(Notes: 1. The applicant attended the meeting in support of his application.

2. Councillor S Walsh did not vote on this item as he had joined the meeting remotely.

3. Councillor J Clifford did not participate or vote on this item as he had left the meeting).

(b)  The Hackney Carriage Driver’s Licence be revoked with immediate effect.

(Notes: 1. The Applicant, his Unite Union Representative and his daughter attended the meeting in support of his case.

2. The complainant and his daughter also attended the meeting.

3. Councillor S Walsh did not vote on this item as he had joined the meeting remotely.

4. Councillor J Clifford did not participate or vote on this item as he had left the meeting).
