The Lord Mayor referred to the recent death of Harry Walker, a Coventry rugby legend and former England International who passed away last week aged 103.

 

Members noted that a letter had been sent to his family expressing the Council’s sincere condolences.

“We, the undersigned, hereby call for an Extraordinary Meeting of Council to discuss the recent Traffic Penalty Tribunal judgement with regard to signage and enforcement. This follows comments about “determination and delusion reminiscent of King Canute himself”

Furthermore, we urge the Cabinet Member for City Services to accept responsibility for misleading Full Council and call on the Cabinet Member to apologise and outline steps to be taken to address the issue”

The following motion, as set out in the requisition for an Extraordinary Meeting of the City Council signed by Councillors T Mayer, G Crookes, D Skinner, T Sawdon and K Taylor was moved by Councillor T Mayer and seconded by Councillor T Sawdon:

 

“We, the undersigned, hereby call for an Extraordinary Meeting of the Council to discuss the recent Traffic Penalty Tribunal judgement with regard to signage and enforcement. This follows comments about “determination and delusion reminiscent of King Canute himself.

 

Furthermore, we urge the Cabinet Member for City Services to accept responsibility for misleading Full Council and call on the Cabinet Member to apologise and outline steps to be taken to address the issue”. 

 

Councillor A Khan moved the following amendment which was seconded by Councillor G Duggins and carried:

 

  After the words “signage and enforcement” delete the rest of the Motion and insert the following:

 

and note Coventry City Council’s legal position …..”that the RPZ should continue as it is a lawful RPZ capable of being legally enforced…”

 

Furthermore, we urge the Cabinet Member for City Services to continue to work in conjunction with eth Deputy Leader of the Council to address issues of signage and enforcement in respect to the RPZ”

 

The amended motion now to read:

 

“We the undersigned hereby call for an Extraordinary meeting of Council to discuss the recent traffic penalty tribunal judgement with regard to the signage and enforcement and note Coventry City Council’s legal position…. “that the RPZ should continue as it is a lawful RPZ capable of being legally enforced….”

 

Furthermore we urge the Cabinet Member for City Services to continue to work in conjunction with the Deputy Leader of the Council to address issues of signage and enforcement in respect to the RPZ”.

 

The following further amendment was moved by Councillor T Sawdon and seconded by Councillor T Mayer and lost:

 

That the Motion be amended by adding the following words at the end:

 

and cancel the PCNs as recommended by the Adjudicator and apologise to those motorists who received PCNs due to inadequate signage”.

 

RESOLVED that the following amended Motion be adopted:

 

“We the undersigned hereby call for an Extraordinary meeting of Council to discuss the recent traffic penalty tribunal judgement with regard to the signage and enforcement and note Coventry City Council’s legal position…. “that the RPZ should continue as it is a lawful RPZ capable of being legally enforced….”

 

Furthermore we urge the Cabinet Member for City Services to continue to work in conjunction with the Deputy Leader of the Council to address issues of signage and enforcement in respect to the RPZ”.
